We have been using Singapore for 2 years. I would not choose to use just the workbook. A workbook is a workbook. But I use the home instructor's guide, the textbook and the workbook. The home instructor's guide is critical to understand what you are teaching the child.
For example, the workbook had a number of addition problems written horizontally. Without the home instructor's guide, I would not have known the several techniques for adding multiple digit number mentally. Nor would I even know that was the intent! (I got to learn mental addition strategies from a second grade math curriculum. I missed that in my elementary education!)
I like the way the lessons start with the concept using manipulatives and activities, then moves on to pictures with the textbook then concrete numbers in the workbook.
